Self-Protection Plans

Is your activity required to have a Self-Protection Plan? We explain what it involves, who must have one and how we draft, implement and register it in the Balearic Islands.

What is a Self-Protection Plan?

The Self-Protection Plan (PAU) is the document that organises the human and material resources of an activity to prevent and control the risks to people and property, and to provide an appropriate response to possible emergency situations (fire, evacuation, accident, etc.).

Its content and mandatory nature are governed by the Basic Self-Protection Standard, which remains in force on a transitional basis until it is replaced by the new planning instrument foreseen in the Basic Civil Protection Standard.

Who is required to have one?

Activities included in Annex I of the Basic Self-Protection Standard are required to have one, whether due to their capacity, surface area, evacuation height or risk level. These are some of the most common thresholds:

What does it involve? What the plan includes

The Basic Standard sets a specific structure for the document. A complete Self-Protection Plan includes, among others:

  • Identification of the activity, owner and location.
  • Risk analysis and assessment specific to the activity and its surroundings.
  • Inventory of resources for protection and available self-protection measures.
  • Emergency action plan: what to do, who and how, for each type of incident.
  • Maintenance programme for the protection systems.
  • Implementation: staff training, assignment of emergency teams and drills.
  • Plans of location, site and evacuation routes.
